B.G 13.04
तत् क्षेत्रं यच्च यादृक्च यद्विकारि यतश्च यत्। स च यो यत्प्रभावश्च तत्समासेन मे शृणु ॥४॥
tat kṣetraṃ yac ca yādṛk ca yad vikāri yataś ca yat। sa ca yo yat-prabhāvaś ca tat samāsena me śṛṇu ॥4॥

Listen to me briefly as I describe that field, what it is like, what distortions it undergoes, from which influence and from whom.
Gīta Bhāshya 13.04
The being is addressed as 'yadvikāri' as it is associated with distortions, i.e. defects. The phrase 'yataś ca yat' is referred to that which drives the 'kṣetra', i.e. field. The phrase 'sa ca yaḥ' is referring to merely form.
यद्विकारि येन विकारेण युक्तम्। "यतश्च यत्" यतो याति, प्रवर्तते। "स च" प्रवर्तकः। "यतश्च यत्" इति अस्मात् प्रवर्तते क्षेत्रं इति वचनम्। "स च यः" इति स्वरूपमात्रम् ॥४॥

Gīta Tātparya 13.04
'yataś ca yat', i.e. "From which and which" - by the consent of the Supreme Lord. The mind follows the consent in the form of inspiration, 'prabhāvaḥ'.
यतश्च यत्। यतः परमेश्वरानुमतेरिदं याति प्रवर्तते। स चानुमन्ता यः। अनुसारिणी मतिरनुमतिः प्रेरणारूपा।
yataśca yat। yataḥ parameśvarānumateridaṃ yāti pravartate। sa cānumantā yaḥ। anusāriṇī matiranumatiḥ prerāṇārūpā।
[यतः (yataḥ) - from which; च (ca) - and; यत् (yat) - which; यतः (yataḥ) - from which; परमेश्वर (parameśvara) - Supreme Lord; अनुमतेः (anumateḥ) - by the consent; इदं (idaṃ) - this; याति (yāti) - goes; प्रवर्तते (pravartate) - proceeds; सः (saḥ) - he; च (ca) - and; अनुमन्ता (anumantā) - consenter; यः (yaḥ) - who; अनुसारिणी (anusāriṇī) - following; मतिः (matiḥ) - mind; अनुमतिः (anumatiḥ) - consent; प्रेरणा (preraṇā) - inspiration; रूपा (rūpā) - form;]
"From which and which" - by the consent of the Supreme Lord, this proceeds. He is the consent giver. The mind follows the consent in the form of inspiration.
"प्रेरणाऽनुमतिः प्रोक्ता क्वचित् संवाद उच्यते। प्रेरकत्वात् भगवाननुमन्ता प्रकीर्तितः॥"
"preraṇā'numatiḥ proktā kvacit saṁvāda ucyate। prerakatvāt bhagavān anumantā prakīrtitaḥ॥"
[प्रेरणा (preraṇā) - inspiration; अनुमतिः (anumatiḥ) - permission; प्रोक्ता (proktā) - is said; क्वचित् (kvacit) - sometimes; संवादः (saṁvādaḥ) - dialogue; उच्यते (ucyate) - is called; प्रेरकत्वात् (prerakatvāt) - due to being an inspirer; भगवान् (bhagavān) - the Lord; अनुमन्ता (anumantā) - the permitter; प्रकीर्तितः (prakīrtitaḥ) - is proclaimed;]
"Inspiration and permission are sometimes referred to as dialogue. Because He inspires, the Lord is known as the Permitter."

"उपद्रष्टाऽनुमन्ता च" इत्यनेनैव अनुमतिः अनुमन्ता च उक्तः। "ज्ञेयं यत्तत्" इत्यादिना "यत्प्रभाव" इत्यपि ॥४॥
"upadraṣṭā'numantā ca" ity anenaiva anumatiḥ anumantā ca uktaḥ. "jñeyaṃ yattat" ityādinā "yatprabhāva" ityapi ॥4॥
[उपद्रष्टा (upadraṣṭā) - overseer; अनुमन्ता (anumantā) - approver; च (ca) - and; इति (iti) - thus; अनेनैव (anenaiva) - by this itself; अनुमतिः (anumatiḥ) - approval; अनुमन्ता (anumantā) - approver; च (ca) - and; उक्तः (uktaḥ) - said; ज्ञेयं (jñeyam) - to be known; यत् (yat) - which; तत् (tat) - that; इत्यादिना (ityādinā) - thus beginning; यत्प्रभाव (yatprabhāva) - whose influence; इति (iti) - thus; अपि (api) - also;]
The terms "overseer and approver" indicate that approval is implied within approver. The phrase "that which is to be known" also begins with "whose influence".
