Bhagavad Gīta Bhāshya and Tātparya
B.G 9.10
मयाध्यक्षेण प्रकृतिः सूयते सचराचरम्। हेतुनानेन कौन्तेय जगद् विपरिवर्तते ॥१०॥
mayādhyakṣeṇa prakr̥tiḥ sūyate sacarācaram। hetunānena kaunteya jagad viparivartate ॥10॥
[मया (mayā) - by me; अध्यक्षेण (adhyakṣeṇa) - as the overseer; प्रकृतिः (prakṛtiḥ) - Prakrti; सूयते (sūyate) - gives birth; सचराचरम् (sacarācaram) - to the moving and non-moving (beings); हेतुनानेन (hetunā anena) - due to this cause; कौन्तेय (kaunteya) - O son of Kunti (Arjuna); जगत् (jagat) - the world; विपरिवर्तते (viparivartate) - revolves (cyclcically evolves);]
O Kaunteya, under my supervision, Prakrti gives birth to all moving and non-moving beings. Due to this cause, the world cyclically evolves.
Gīta Bhāshya 9.10
Earlier it was said 'like an indifferent one' because lord operates by overseeing the Prakrti.
उदासीनवदिति चेत् स्वयमेव प्रकृतिः सूयते। इत्यत आह - मया इति।
udāsīnavaditi cet svayameva prakr̥tiḥ sūyate। ityata āha - mayā iti।
[उदासीनवत् (udāsīnavat) - like an indifferent one; इति चेत् (iti cet) - if it is said thus; स्वयमेव (svayam eva) - by itself alone; प्रकृतिः (prakṛtiḥ) - nature; सूयते (sūyate) - is brought forth; इत्यतः (ity ataḥ) - therefore thus; आह (āha) - it is said; मया (mayā) - by me; इति (iti) - thus;]
Earlier it was said 'like an indifferent one', because He himself brings forth Prakrti. Therefore it is stated - 'by Me' (māyā).
प्रकृतिसूतिद्रष्टा कर्ता अहमेव वेत्यर्थः। तथा च श्रुतिः -
prakr̥tisūtidraṣṭā kartā ahameva vetyarthaḥ। tathā ca śrutiḥ -
[प्रकृतिसूति-द्रष्टा (prakṛti-sūti-draṣṭā) - the observer / overseee of Prakrti's creation; कर्ता (kartā) - the doer; अहम् (aham) - I; एव (eva) - indeed; वा (vā) - or; इति (iti) - thus; अर्थः (arthaḥ) - the meaning; तथा (tathā) - likewise; च (ca) - and; श्रुतिः (śrutiḥ) - the revealed scripture (Vedic text);]
I only oversee Prakrti's creation and its actions - is the meaning. Likewise, stated the Vedic scripture:
"यतः प्रसूता जगतः प्रसूती तोयेन जीवान् व्यससर्ज भूम्याम्।"
"yataḥ prasūtā jagataḥ prasūtī toyena jīvān vyasasarja bhūmyām।"
[यतः (yataḥ) - from whom; प्रसूता (prasūtā) - born; जगतः (jagataḥ) - of the world; प्रसूती (prasūtī) - the source of birth (origin); तोयेन (toyena) - with water; जीवान् (jīvān) - living beings; व्याससर्ज (vyasasarja) - sent forth; भूम्याम् (bhūmyām) - on the earth;]
"From whom is born the source of the world's birth, who sent forth living beings upon the earth with water."
इति ॥१०॥

[इति (iti) - thus;]
- stated thus.
Gīta Tātparya 9.10
'adhyakṣaḥ' - the lord who is above the senses.
"अध्यक्षोऽधिपतिः प्रोक्तो यदक्षाण्यस्य चोपरि।"
"adhyakṣo'dhipatiḥ prokto yadakṣāṇyasya copari।"
[अध्यक्षः (adhyakṣaḥ) - overseer; अधिपतिः (adhipatiḥ) - lord; प्रोक्तः (proktaḥ) - is said; यत् (yat) - which; अक्षाणि (akṣāṇi) - senses; अस्य (asya) - of him; च (ca) - and; उपरि (upari) - above;]
"He is said to be the 'adhyakṣaḥ', i.e. overseer, and the 'adhipatiḥ', i.e. lord, who is above the senses."
इति शब्दनिर्णये ॥१०॥
iti śabdanirṇaye ॥10॥
[इति (iti) - thus; शब्दनिर्णये (śabdanirṇaye) - in the Śabda-Nirṇaya (text on word analysis or etymology); ]
- stated thus in the Śabda-Nirṇaya (declarations on word analysis).

बहुचित्रजगद्बहुधाकरणात् परशक्तिरनन्तगुणः परमः ।
सुखरूपममुष्य पदं परमं स्मरतस्तु भविष्यति तत्सततम् ॥
"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
