Shaṭpraśnopaniṣat Bhāshya (षट्प्रश्नोपनिषद्भाष्यं)
Shat.Upa 03.03
मनोकृतेनायात्यस्मिञ्छरीरे। यथा सम्राडेवाधिकृतान् विनियुङ्क्त एतान् ग्रामानधितिष्ठस्वैतान् ग्रामानधितिष्ठस्वेत्येवमेवैष प्राण इतरान् प्राणान् पृथक् पृथगेव सन्निधत्ते ॥३॥
manokṛtenāyātyasmiñcharīre। yathā samrāḍevādhikṛtān viniyuṅkta etān grāmānadhitiṣṭhasvaitān grāmānadhitiṣṭhasvetyevam evaiṣa prāṇa itarān prāṇān pṛthak pṛthageva sannidhatte ॥3॥
[मनः (manaḥ) - mind; कृतेन (kṛtena) - by the action; आयाति (āyāti) - comes; अस्मिन् (asmin) - in this; शरीरे (śarīre) - body; यथा (yathā) - as; सम्राट् (samrāṭ) - a king; एव (eva) - indeed; अधिकृतान् (adhikṛtān) - officials; विनियुङ्क्ते (viniyuṅkte) - appoints; एतान् (etān) - these; ग्रामान् (grāmān) - villages; अधितिष्ठस्व (adhitiṣṭhasva) - govern; एतान् (etān) - these; ग्रामान् (grāmān) - villages; अधितिष्ठस्व (adhitiṣṭhasva) - govern; इति (iti) - thus; एवम् (evam) - so; एव (eva) - indeed; एषः (eṣaḥ) - this; प्राणः (prāṇaḥ) - life force; इतरान् (itarān) - other; प्राणान् (prāṇān) - life forces; पृथक् (pṛthak) - separately; पृथक् (pṛthak) - separately; एव (eva) - indeed; सन्निधत्ते (sannidhatte) - arranges / establishes; ॥३॥ (॥3॥) - ॥3॥;]
By the action of the mind, it comes into this body. Just as a king indeed appoints officials, saying, 'Govern these villages, govern these villages,' so indeed this establishes the life force and others separately.
Bhāṣya 03.03
Testimonial from ancient text is provided clarifying the term 'this', which in the context refers to Lord Vishnu only.
विष्णोर्वायुः समुत्पन्नो वायोः सर्वाश्च देवताः। प्राणाद्यास्तान्नयन् प्राण आज्ञापयति राजवत्। स्वयं च पञ्चरूपः सन् दद्यान्मोक्षादिकं प्रभुः॥
viṣṇorvāyuḥ samutpanno vāyoḥ sarvāśca devatāḥ। prāṇādyāstānnayan prāṇa ājñāpayati rājavat। svayaṃ ca pañcarūpaḥ san dadyānmokṣādikaṃ prabhuḥ॥
[विष्णोः (viṣṇoḥ) - of Vishnu; वायुः (vāyuḥ) - wind; समुत्पन्नः (samutpannaḥ) - arisen; वायोः (vāyoḥ) - from wind; सर्वाः (sarvāḥ) - all; च (ca) - and; देवताः (devatāḥ) - deities; प्राणाद्याः (prāṇādyāḥ) - beginning with Prana; तान् (tān) - them; नयन् (nayan) - leading; प्राणः (prāṇaḥ) - Prana; आज्ञापयति (ājñāpayati) - commands; राजवत् (rājavat) - like a king; स्वयम् (svayam) - himself; च (ca) - and; पञ्चरूपः (pañcarūpaḥ) - five-formed; सन् (san) - being; दद्यात् (dadyāt) - gives; मोक्षादिकम् (mokṣādikam) - liberation and others; प्रभुः (prabhuḥ) - the Lord;]
"From Lord Vishnu, the wind is born, and from the wind, all deities emerge. Prana, the life force, leads them and commands like a king. The Lord, in his fivefold form, grants liberation and other blessings."

बहुचित्रजगद्बहुधाकरणात् परशक्तिरनन्तगुणः परमः ।
सुखरूपममुष्य पदं परमं स्मरतस्तु भविष्यति तत्सततम् ॥
"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
