Bhāshya 4.11
Lord Viṣṇu is the source of both the higher and the lower realms, hence he is called 'parāvara'.
"परा अप्यवरा यस्मात्स हि विष्णुः परावरः॥"
"parā apyavarā yasmāts sa hi viṣṇuḥ parāvaraḥ॥"
[परा (parā) - higher; अपि (api) - also; अवरा (avarā) - lower; यस्मात् (yasmāt) - from whom; सः (saḥ) - he; हि (hi) - indeed; विष्णुः (viṣṇuḥ) - Viṣṇu; परावरः (parāvaraḥ) - transcendent and immanent;]
