Mundaka 4.07
अरा इव रथनाभौ संहता यत्र नाड्यः। स एषोऽन्तश्चरते बहुधा जायमानः ॥७॥
arā iva rathanābhau saṃhatā yatra nāḍyaḥ। sa eṣo'ntaścarate bahudhā jāyamānaḥ ॥7॥

Like spokes in the hub of a chariot, where the channels are joined, he moves within, manifesting in many ways.
Bhāshya 4.07
Lord Vishnu, who always resides in the heart, manifests in multiple forms as well as a singular form. He moves freely of his own will, governing all living beings from within.
"हृदयस्था सदा विष्णुर्बहुधा चैकधा भवेत्। चरति स्वेच्छयैवान्तः सर्वजीवान् नियामयन्॥"
"hṛdayasthā sadā viṣṇurbahudhā caikadhā bhavet। carati svecchayaivāntaḥ sarvajīvān niyāmayan॥"
[हृदयस्था (hṛdayasthā) - situated in the heart; सदा (sadā) - always; विष्णुः (viṣṇuḥ) - Vishnu; बहुधा (bahudhā) - in many forms; च (ca) - and; एकधा (ekadhā) - in one form; भवेत् (bhavet) - exists; चरति (carati) - moves; स्वेच्छया (svecchayā) - by own will; एव (eva) - indeed; अन्तः (antaḥ) - within; सर्वजीवान् (sarvajīvān) - all beings; नियामयन् (niyāmayan) - controlling;]
