B.G 4.09
जन्म कर्म च मे दिव्यमेवं यो वेत्ति तत्त्वतः। त्यक्त्वा देहं पुनर्जन्म नैति मामेति सोऽर्जुन ॥९॥
janma karma ca mē divyamēvaṁ yō vētti tattvataḥ। tyaktvā dēhaṁ punarjanma naiti māmēti sō'rjuna ॥9॥
[जन्म कर्म च मे दिव्यम् एवं यो वेत्ति तत्त्वतः। त्यक्त्वा देहं पुनः जन्म न एति माम् एति सः अर्जुन॥
janma = birth; karma = duties; ca and; mē = my; divyam = divine; ēvaṁ = in this manner; yō = who; vētti = understands; tattvataḥ = as governed by real principles;। tyaktvā = having renounced; dēhaṁ = the body; punaḥ = again; janma = birth; na = not; ēti = attains; mām = Me; ēti = attains; saḥ = only He; arjuna = O Arjuna;॥]
O Arjuna, One who understands My birth and actions as divine governed by the principles, is not born again, after renouncing the body, as he attains Me.
Gīta Tātparya 4.09
Mere birth and actions don't give liberation. It is the integration of the knowledge of all qualities mentioned in Vedas and Epics that results in liberation.
"येषां गुणानां ज्ञानेन मुक्तिरुक्ता पृथक् पृथक्। वेदेषु चेतिहासेषु सा तु तेषां समुच्चयात्॥ एवमेव शमादीनां नान्यथा तु कथञ्चन॥"
इति ब्रह्मवैवर्तवचनात्।
"yēṣāṁ guṇānāṁ jñānēna muktiruktā pr̥thak pr̥thak। vēdēṣu cētihāsēṣu sā tu tēṣāṁ samuccayāt॥ ēvamēva śamādīnāṁ nānyathā tu kathañcana॥"
iti brahmavaivartavacanāt।
["yēṣāṁ = these; guṇānāṁ = qualities; jñānēna = by having the knowledge of; muktiruktā = liberation is spoken of; pr̥thak pr̥thak = seperately, seperately;। vēdēṣu = in the Vedas; cētihāsēṣu = and, in the historical texts / epics; sā = that; tu = indeed; tēṣāṁ = of those; samuccayāt = by the integration of;॥ ēvamēva = in this way only; śamādīnāṁ = control over senses, devotion and such others; nānyathā = not in any other way; tu = indeed; kathañcana = at any time;]

"It is emphasized in different places. The liberation is possible always only by the integration of the knowledge of the qualities that are mentioned in Vedas and Epics, by control over senses, devotion, and such activities; not in any other way."

जन्म कर्म च इत्यादिषु न तावन्मात्रेण मोक्षः ॥९॥
janma karma ca ityādiṣu na tāvanmātrēṇa mōkṣaḥ ॥9॥
[janma karma ca = the phrase "janma karma ch"; ityādiṣu = by such things; na = not; tāvanmātrēṇa = merely by these; mōkṣaḥ = liberation; ॥9॥]
The phrase 'Janma karma cha' does not mean merely by birth, action, and such activities one obtains liberation.
