B.G 3.05
न हि कश्चित् क्षणमपि जातु तिष्ठत्यकर्मकृत्। कार्यते ह्यवशः कर्म सर्वः प्रकृतिजैर्गुणैः ॥५॥
na hi kaścit kṣaṇamapi jātu tiṣṭhatyakarmakr̥t। kāryatē hyavaśaḥ karma sarvaḥ prakr̥tijairguṇaiḥ ॥5॥
No one can possibly remain actionless, even for a moment. Every one is driven to action by the qualities, born from Prakrti, which is under the control of the lord.
Gīta Tātparya 3.05
Agency is of two types: distorted and independent. Prakrti is distorted while lord Vishnu is independent. 'avasha' - under the control of Vishnu.
"Agency to act is said to be of two types: distorted and independent. Distortion is that of Prakrti, while independence is is that of lord Vishnu."
