B.G 3.05
न हि कश्चित् क्षणमपि जातु तिष्ठत्यकर्मकृत्। कार्यते ह्यवशः कर्म सर्वः प्रकृतिजैर्गुणैः ॥५॥
No one can possibly remain actionless, even for a moment. Every one is driven to action by the qualities, born from Prakrti, which is under the control of the lord.
Gīta Tātparya 3.05
Agency is of two types: distorted and independent. Prakrti is distorted while lord Vishnu is independent. 'avasha' - under the control of Vishnu.
"कर्तृत्वं द्विविधं प्रोक्तं विकारश्च स्वतन्त्रता। विकारः प्रकृतेरेव विष्णोरेव स्वतन्त्रता॥"
इति पैङ्गिश्रुतेः।
"Agency to act is said to be of two types: distorted and independent. Distortion is that of Prakrti, while independence is is that of lord Vishnu."
- thus is the teaching from the Pāṅgi testimonial.
"कार्यते हि अवश" इत्यत्र अवशः विष्णुवशः। "अः इति ब्रह्म" इत्यादिश्रुतेः ॥५॥
In the statement 'kāryate hi avasha', 'avasha' means under the control of Vishnu.

"Syllable 'A' means the lord Brahman."
