Bhagavad Gīta Bhāshya and Tātparya
B.G 4.09
janma karma ca mē divyamēvaṁ yō vētti tattvataḥ। tyaktvā dēhaṁ punarjanma naiti māmēti sō'rjuna ॥9॥
O Arjuna, One who understands My birth and actions as divine governed by the principles, is not born again, after renouncing the body, as he attains Me.
Gīta Bhāshya 4.09
The word 'tattvataḥ' provides exclusivity to such knowledge, stating only when one understands all the governing principles and gains insight into the birth of the lord, then one doesn't get re-birth, i.e. gets liberated.
pr̥thaṅg muktyuktiḥ sarvajñānaniyamadarśanārtham। na tu tāvanmātrēṇa muktiḥ ityuktam।
The complete solution to liberation is possible by having overall insight and understanding of the governance principle behind lords' appearance. Indeed, it is conveyed, liberation is not possible by merely limiting one's knowledge.
"vēdādyuktaṁ tu sarvaṁ yō jñātvōpāstē sadā hi mām। tasyaiva darśanapathaṁ yāmi nānyasya kasyacit॥"
ityuktēśca mahākaurmē।
"I certainly grant him the path of realization, whomever worships Me always, having the understanding of Me as described in Vēdas; Not for others, at any point in time."
- thus stated in Mahākaurma Purana.
atrōktasya ētat jñātvaiva janma naitīti gatiḥ। itara vākyānāṁ nānyā gatiḥ। 'nānyasya kasyacit' iti viśēṣaṇāt। 'tattvataḥ' iti viśēṣaṇācca sarvajñānam āpatati। yatraivaṁ bhavati tatra tattvataḥ iti viśēṣaṇē na virōdhaḥ। uktaṁ ca–
In this context, providing exclusivity to knowledge, saying only then one doesn't get re-birth is of importance. This statement can't be ascertained in any other way. The phrase 'Not for others, at any point in time' in Mahākaurma Purana is the speciality. Similarly, the phrase 'those who understand the underlying governing principles' (tattvataḥ) is the speciality, emphasizing by overall knowledge of all principles only end goal is possible. Wherever specific statements are made, there, the phrase 'those who understand the underlying governing principles' (tattvataḥ) must be added as speciality to resolve contradiction. Thus, it is said:
"ēkaṁ ca tattvatō jñātuṁ vinā sarvajñatāṁ naraḥ। na samarthō mahēndrō'pi tasmāt sarvatra jijñasēt॥"
iti skāndē ॥9॥
"A man is not capable of understanding everything without knowing a single aspect of the governing principle. Therefore, even the great Indra looks for the analysis and insight in every field."

Gīta Tātparya 4.09
Mere birth and actions don't give liberation. It is the integration of the knowledge of all qualities mentioned in Vedas and Epics that results in liberation.
"yēṣāṁ guṇānāṁ jñānēna muktiruktā pr̥thak pr̥thak। vēdēṣu cētihāsēṣu sā tu tēṣāṁ samuccayāt॥ ēvamēva śamādīnāṁ nānyathā tu kathañcana॥"
iti brahmavaivartavacanāt।
"It is emphasized in different places. The liberation is possible always only by the integration of the knowledge of the qualities that are mentioned in Vedas and Epics, by control over senses, devotion, and such activities; not in any other way."
-such is the proverb from Brahma Vaivarta Purana.
janma karma ca ityādiṣu na tāvanmātrēṇa mōkṣaḥ ॥9॥
The phrase 'Janma karma cha' does not mean merely by birth, action, and such activities one obtains liberation.

बहुचित्रजगद्बहुधाकरणात् परशक्तिरनन्तगुणः परमः ।
सुखरूपममुष्य पदं परमं स्मरतस्तु भविष्यति तत्सततम् ॥
"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
