Bhagavad Gīta Bhāshya and Tātparya
B.G 18.28
अयुक्तः प्राकृतः स्तब्धः शठो नैष्कृतिकोऽलसः। विषादी दीर्घसूत्री च कर्ता तामस उच्यते ॥२८॥
ayuktaḥ prākṛtaḥ stabdhaḥ śaṭho naiṣkṛtiko'lasaḥ। viṣādī dīrghasūtrī ca kartā tāmasa ucyate ॥28॥
[अयुक्तः (ayuktaḥ) - uncoordinated; प्राकृतः (prākṛtaḥ) - unrefined; स्तब्धः (stabdhaḥ) - stubborn; शठः (śaṭhaḥ) - deceitful; नैष्कृतिकः (naiṣkṛtikaḥ) - malicious; अलसः (alasaḥ) - lazy; विषादी (viṣādī) - despondent; दीर्घसूत्री (dīrghasūtrī) - procrastinating / grudge-holder; च (ca) - and; कर्ता (kartā) - doer; तामसः (tāmasaḥ) - of darkness; उच्यते (ucyate) - is called;]
A person who is uncoordinated, unrefined, stubborn, deceitful, malicious, lazy, despondent, procrastinating, and a grudge-holder is referred to as a 'tāmas', i.e. dark doer.
Gīta Bhāshya 18.28
He who points out a fault done by another, even if it was done long ago, is called a 'dīrghasūtrī', i.e. a grudge-holder.
परकृतदोषं दीर्घकालकृतमपि अनुचितं यः सूचयति सः दीर्घसूत्री।
parakṛtadoṣaṃ dīrghakālakṛtamapi anucitaṃ yaḥ sūcayati saḥ dīrghasūtrī।
[परकृतदोषं (parakṛtadoṣaṃ) - fault done by others; दीर्घकालकृतमपि (dīrghakālakṛtamapi) - even if done long ago; अनुचितं (anucitaṃ) - improper; यः (yaḥ) - who; सूचयति (sūcayati) - points out; सः (saḥ) - he; दीर्घसूत्री (dīrghasūtrī) - grudge-holder;]
(He who points out the fault done by others, even if done long ago, is a procrastinator.)
A person who highlights the faults committed by others, even if they were committed a long time ago, is considered a "dīrghasūtrī", i.e. a grudge-holder.
"परेण यः कृतो दोषः दीर्घकालकृतोऽपि वा। यस्तस्य सूचको दोषाद् दीर्घसूत्री स उच्यते॥"
"pareṇa yaḥ kṛto doṣaḥ dīrghakālakṛto'pi vā। yastasya sūcako doṣād dīrghasūtrī sa ucyate॥"

Gīta Tātparya 18.28
The one who has not been elevated through the power of devotion to the Lord is indeed ordinary, and is a 'dīrghasūtrī' i.e. procrastinates, thinking, 'I will do it later'. A lazy and procrastinating (dīrghasūtrī) person, though endowed with some goodness, is considered to be of a dark nature. An unfit, passionate, stubborn, natural, deceitful, and wicked person is of a passionate nature. It is said that with each fault, one descends into darkness, leading to a wretched human state, then to an animal state, and finally into complete darkness. This is the result in sequence.
"भगवद्भक्तिसामर्थ्यात् प्रकृष्टो न कृतो हि यः। स प्राकृतो दीर्घसूत्री कुर्यां पश्चादिति स्मरन्॥"
"bhagavadbhaktisāmarthyāt prakṛṣṭo na kṛto hi yaḥ। sa prākṛto dīrghasūtrī kuryāṃ paścāditi smaran॥"
[भगवत् (bhagavat) - of the Lord; भक्ति (bhakti) - devotion; सामर्थ्यात् (sāmarthyāt) - by the power; प्रकृष्टः (prakṛṣṭaḥ) - elevated; न (na) - not; कृतः (kṛtaḥ) - made; हि (hi) - indeed; यः (yaḥ) - who; सः (saḥ) - he; प्राकृतः (prākṛtaḥ) - ordinary; दीर्घसूत्री (dīrghasūtrī) - procrastinator; कुर्यां (kuryām) - I would do; पश्चात् (paścāt) - later; इति (iti) - thus; स्मरन् (smaran) - remembering;]
(By the power of devotion to the Lord, one who is not made elevated is indeed ordinary, a procrastinator, remembering 'I would do it later'.)
"The one who has not been elevated through the power of devotion to the Lord is indeed ordinary, and is a 'dīrghasūtrī' i.e. procrastinates, thinking, 'I will do it later'."
इति शब्दतत्त्वे।

The meaning is that the term 'dīrghasūtrī' indicates the action of a right type after a long delay.
"अलसो दीर्घसूत्री च सत्त्वयुक् तामसो मतः। अयुक्तो राजसः स्तब्धः प्राकृतो नैकृतिः शठः॥

एकैकेनैव दोषेण प्रोक्तः तामसतामसः। दुर्नरत्वं च तिर्यक्त्वं तमश्चैतत्फलं क्रमात्॥"
ekaikenaiva doṣeṇa proktaḥ tāmasatāmasaḥ। durnarattvaṃ ca tiryaktvaṃ tamaścaitatphalaṃ kramāt॥"

सुखरूपममुष्य पदं परमं स्मरतस्तु भविष्यति तत्सततम् ॥
"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
