B.G 7.06
एतद्योनीनि भूतानि सर्वाणीत्युपधारय। अहं कृत्स्नस्य जगतः प्रभवः प्रलयस्तथा ॥६॥
Understand this entire Prakrti to be the womb of all creatures. But I am the cause of its origin and likewise its dissolution.
Gīta Bhāshya 7.06
The insentient and sentient Prakrti is owned by the Lord. He is called 'prabhava' as He is the cause of existence, perception and also the enjoyer.
न केवलं ते जगत्प्रकृती मद्वशे इत्येतावन्मदैश्वर्यमित्याह - अहम् इति॥
It is not just that this universe (jagat, the insentient) and Prakrti (sentient principle behind the insentient) are under my control, but are also owned by Me - is expressed by saying 'aham', i.e. 'I am [the ultimate authority]'.
प्रभवादेः । सत्ता प्रतीत्यादेः कारणत्वात् तद्भोक्तृत्वाच्च प्रभवः इत्यादि। तथाच श्रुतिः -
Of the origin and such principles, because of causing existence and perception, and also because of being the experiencer of that, He is said (in the scriptures) as 'prabhava'. So it is stated in Vedic testimonials:
"सर्वकर्मा सर्वकामः सर्वगन्धः सर्वरसः सर्वमिदमभ्यात्तोऽवाक्यनादरः।"
"You are the doer of all actions, fulfiller of all desires, possessor of all fragrances, and having all tastes; Hence, you are all this and are known as the one who cannot be fully grasped and who can't be described by words."
इति। आह च -
-stated thus (in Chandogya, 3.14.4). It is also stated:
"स्रष्टा पाता च संहर्ता नियन्ता च प्रकाशिता। यतः सर्वस्य तेनाहं सर्वोऽसीत्यृषिभिः स्तुतः॥ सुखरूपस्य भोक्तृत्वान्न तु सर्वस्वरूपतः। आगमिष्यत् सुखं चापि तच्चास्त्येव सदापि तु। तथाप्यचिन्त्यशक्तित्वाज्जातं सुखमतीव च॥"
"You reveal yourself as the creator, sustainer, destroyer, and the administrator. Sages praise you as one from whom everything originates and everything you are. You are called 'Sarva' i.e. everything, as you are of the form of bliss, as you are the enjoyer of everything in all forms, not because you are everything in all forms . The happiness that is yet to come is also ever present in you. Even then, because of your inconceivable power, the happiness that arises is exceedingly great."
इति नारदीये ॥६॥

Gīta Tātparya 7.06
Sentient prakrti is Lakshmi, while insentient Prakrti is made up of three qualities (sattva, rajas, tamas). Propelled by the power of lord Vishnu, she alone is considered the material cause of the universe.
"अचेतना चेतनेति द्विविधा प्रकृतिर्मता। त्रिगुणाऽचेतना तत्र चेतना श्रीर्हरिप्रिया॥ ते उभे विष्णुवशगे जगतः कारणे मते। पिता विष्णुः स जगतो माता श्रीर्या त्वचेतना। उपादानं तु जगतः सैव विष्णुबलेरिता॥"
"Nature (Prakriti) is considered to be of two types: insentient (acetana) and sentient (cetanā). The insentient is of three qualities (sattva, rajas, tamas), while the sentient is Lakshmi, beloved of Hari (Vishnu). Both these aspects are under the control of Vishnu and are considered the cause of the universe. Vishnu is the father of the world, and Lakshmi, representing the insentient, is its mother. She alone, propelled by the power of Vishnu, is considered the material cause of the universe."
