Bhagavad Gīta Bhāshya and Tātparya
B.G 18.67
इदं ते नातपस्काय नाभक्ताय कदाचन। न चाशुश्रूषवे वाच्यं न च मां योऽभ्यसूयति ॥६७॥
idaṁ te nātapaskāya nābhaktāya kadācana। na cāśuśrūṣave vācyaṁ na ca māṁ yo'bhyasūyati ॥67॥
[इदं (idaṁ) - this; ते (te) - to you; न (na) - not; अतपस्काय (atapaskāya) - to one without austerity; न (na) - not; अभक्ताय (abhaktāya) - to one without devotion; कदाचन (kadācana) - ever; न (na) - not; च (ca) - and; अशुश्रूषवे (aśuśrūṣave) - to one who is not willing to listen; वाच्यम् (vācyam) - to be spoken; न (na) - not; च (ca) - and; माम् (mām) - me; यः (yaḥ) - who; अभ्यसूयति (abhyasūyati) - is envious;]
This teaching should never be imparted to those who lack austerity, devotion, or willingness to listen, nor to those who are envious of Me.
Gīta Tātparya 18.67
The word 'ca' indicates the order, lack of austerity being less defective compared to a non-devotee.
अतपस्कायैव न वाच्यम्। अशुश्रूषवे पुनश्चेति दोषाधिक्यमशुश्रूषोः दर्शयितुं चशब्दः। एवं मभक्ताय कदापि न वाच्यम्।
atapaskāyaiva na vācyam। aśuśrūṣave punaśceti doṣādhikyamaśuśrūṣoḥ darśayituṃ caśabdaḥ। evaṃ mabhaktāya kadāpi na vācyam।
[अतपस्काय (atapaskāya) - to one without austerity; एव (eva) - indeed; न (na) - not; वाच्यम् (vācyam) - to be spoken; अशुश्रूषवे (aśuśrūṣave) - to one who does not listen; पुनः (punaḥ) - again; च (ca) - and; इति (iti) - thus; दोषाधिक्यम् (doṣādhikyam) - greater fault; अशुश्रूषोः (aśuśrūṣoḥ) - of one who does not listen; दर्शयितुं (darśayituṃ) - to show; चशब्दः (caśabdaḥ) - the word 'ca'; एवं (evaṃ) - thus; मभक्ताय (mabhaktāya) - to one who is not a devotee; कदापि (kadāpi) - at any time; न (na) - not; वाच्यम् (vācyam) - to be spoken;]
It should not be spoken to one who lacks austerity. Then, with the word 'cha' i.e. 'even', it is said not to one who does not listen, indicating a greater fault with the latter. Similarly, it should never be spoken to one who is not a devotee.
कदाचिदल्पतपसोऽल्पशुश्रूषोरपि भक्त्याधिक्ये वाच्यं भवतीति कदाचनेति विशेषः। अभक्ताच्च न वाच्यमसूयोरिति तत्रापि चशब्दः।
kadācidalpatapaso'lpazuśrūṣorapi bhaktyādhikye vācyaṃ bhavatīti kadācaneti viśeṣaḥ। abhaktācca na vācyamasūyoriti tatraapi caśabdaḥ।
[कदाचित् (kadācit) - sometimes; अल्पतपसः (alpatapasaḥ) - of little penance; अल्पशुश्रूषोः (alpaśuśrūṣoḥ) - of little service; अपि (api) - even; भक्त्याधिक्ये (bhaktyādhikye) - in devotion's abundance; वाच्यम् (vācyam) - to be spoken; भवति (bhavati) - becomes; इति (iti) - thus; कदाचन (kadācana) - at any time; इति (iti) - thus; विशेषः (viśeṣaḥ) - distinction; अभक्तात् (abhaktāt) - from the non-devotee; च (ca) - and; न (na) - not; वाच्यम् (vācyam) - to be spoken; असूयोः (asūyoḥ) - of the envious; इति (iti) - thus; तत्र (tatra) - there; अपि (api) - also; चशब्दः (caśabdaḥ) - the word 'ca';]
Sometimes, even those with little penance and service, if abundant in devotion, are to be spoken of, which is a distinction. However, it should not be spoken to non-devotees and the envious, indicated by the 'ca' word.
"समुच्चये तथाधिक्ये न्यूनत्वे च प्रयुज्यते।"
"samuccaye tathādhikye nyūnatve ca prayujyate।"
[समुच्चये (samuccaye) - in aggregation; तथा (tathā) - and; अधिक्ये (adhikye) - in excess; न्यूनत्वे (nyūnatve) - in deficiency; च (ca) - and; प्रयुज्यते (prayujyate) - is applied;]
"The word 'ca' is applied in aggregation, in excess, and in deficiency."
इति शब्दनिर्णये।
iti śabdanirṇaye।
[इति (iti) - thus; शब्दनिर्णये (śabdanirṇaye) - in the decision of words;]
- stated thus in Shabdanirṇaye, the determination of words.
"अभक्तादपि पापः स्यादसूयुर्दोषद्रुग्यतः।"
"abhaktādapi pāpaḥ syād asūyur doṣadrug yataḥ।"
[अभक्तात् (abhaktāt) - from a non-devotee; अपि (api) - even; पापः (pāpaḥ) - sin; स्यात् (syāt) - may be; असूयुः (asūyuḥ) - jealous person; दोषद्रुक् (doṣadruk) - fault-finder; यतः (yataḥ) - because;]
"The associating with a non-devotee can lead to sin, as they are often jealous and find faults in others."
इति च पाद्मे ॥६७॥

"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
