B.G 9.23
येऽप्यन्यदेवता भक्ता यजन्ते श्रद्धयान्विताः। तेऽपि मामेव कौन्तेय यजन्त्यविधिपूर्वकम् ॥२३॥
Even those who, being devoted, worship other deities with faith - O Kaunteya, they too indeed worship Me, though not according to the proper method.
Gīta Bhāshya 9.23
While there are various methods of worship, the proper method is highlighted.
तर्हि अहं क्रतुः इत्यादि असत्यं इत्यत आह - येऽपीति ॥२३॥
Does that mean the earlier statements stating I am the 'kratu', i.e. doer, etc, - are they false? Question is answered by 'ye-pi' verse.
Gīta Tātparya 9.23
Bhagavata dharma involving non relience on other deities, the intense devotion to lord Vishnu, absence of desire, and constant practice is the most superior. Hence all worships to other deities starting from lord Brahma must be performed recognising them to be Vaishnawas, i.e. devotees of lord Vishnu. Worship must be with proper knowledge of the qualities, attributes and devotion.
"अनन्यदेवतायागाद् भक्त्युद्रेकादकामनात्। सदा योगाच्च वैशिष्ट्यं त्रैविद्याद् वैष्णवादपि॥ स्यादि्ध भागवतस्यैव तेन ब्रह्मादयोऽखिलाः। अश्वमेधादिभिर्यज्ञैरपि केशवयाजिनः। वैष्णवा इति बुद्ध्यैव मानयन्त्यन्यदेवताः॥"
"The Bhāgavata dharma is superior and special because of - giving up relience on other deities, the intensity of devotion, absence of desire, and constant practice, even to the Vaiṣṇava rooted in the three Vedas. Hence, all beings beginning from Brahmā, when performing sacrifices like the Aśvamedha for Keśava, honor other deities only with the understanding that they are Vaiṣṇavas."

- stated thus in the Agni Purana
"सम्यग् गुणगणज्ञानादुपासा पर्युपासना॥"
"Proper worship through the knowledge of the qualities and their attributes, with complete devotion."
इति च ॥२०-२३॥
- stated thus as well.
