Bhagavad Gīta Bhāshya and Tātparya
B.G 4.07 and 08
यदा यदा हि धर्मस्य ग्लानिर्भवति भारत। अभ्युत्थानमधर्मस्य तदात्मानं सृजाम्यहम् ॥७॥
yadā yadā hi dharmasya glānirbhavati bhārata। abhyutthānamadharmasya tadātmānaṁ sr̥jāmyaham ॥7॥
[यदा यदा हि धर्मस्य ग्लानिः भवति भारत। अभ्युत्थानम् अधर्मस्य तदा आत्मानं सृजामि अहम्॥
yadā yadā = as and when; hi = certainly; dharmasya = righteousness's; glāniḥ = deterioration; bhavati = happens; bhārata = O descendant of Bharata;। abhyutthānam = emergence of; adharmasya = of injustice; tadā = then; ātmānaṁ = myself; sr̥jāmi = manifest; aham = I;]
O Arjuna, certainly I manifest myself as and when there is detorioration of righteousness and rise of injustice.
परित्राणाय साधूनां विनाशाय च दुष्कृताम्। धर्मसंस्थापनार्थाय सम्भवामि युगे युगे ॥८॥
paritrāṇāya sādhūnāṁ vināśāya ca duṣkr̥tām। dharmasaṁsthāpanārthāya sambhavāmi yugē yugē ॥8॥
[ परित्राणाय साधूनां विनाशाय च दुष्कृताम्। धर्म संस्थापनार्थाय सम्भवामि युगे युगे॥
paritrāṇāya = for the protection of; sādhūnāṁ = of the virtuous; vināśāya = for the destruction of; ca and;duṣkr̥tām = of the evildoers;। dharma saṁsthāpanārthāya = for the re-establishment of righteousness; sambhavāmi = I manifest; yugē yugē = time and again;]
I manifest time and again for protecting the virtuous, for the destruction of the evildoers, and for the establishment of the righteousness.
Gīta Bhāshya 4.07 and 08
There is no rule that the Lord must perform protection and such activities only after taking birth. Even then, for play, because of His inherent nature, He behaves accordingly.
न जन्मनैव परित्राणादिकं कार्यम् इति नियमः। तथापि लीलया स्वभावेन च यथेष्टचारी। तथाहि उक्तम्–
na janmanaiva paritrāṇādikaṁ kāryam iti niyamaḥ। tathāpi līlayā svabhāvēna ca yathēṣṭacārī। tathāhi uktam–
[na = not; janmanaiva = only after birth; paritrāṇādikaṁ = protection and such; kāryam = activities; iti = this way; niyamaḥ = is the rule;। tathāpi = even then; līlayā = for play; svabhāvēna = by his inherent nature; ca = and; yathēṣṭacārī = behaving accordingly;। tathāhi = therefore only; uktam = it is said;]
There is no rule that the Lord must perform protection and such activities only after taking birth. Even then, for play, because of his inherent nature, He behaves accordingly. Therefore, it is said:
"देवस्यैष स्वभावोऽयम्।"
"dēvasyaiṣa svabhāvō'yam।"
[dēvasyaiṣa = this wish of the lord; svabhāvō'yam = is because of His inherent nature;]
"This wish of the Lord is because of His inherent nature."
"लोकवत्तु लीलाकैवल्यम्।"
"lōkavattu līlākaivalyam।"
[lōkavattu = but, for worldly; līlākaivalyam = play, for benovalence;]
"Just like those who sport in the world, for its benevolance."
"क्रीडतो बालकस्येव चेष्टां तस्य निशामय।"
"krīḍatō bālakasyēva cēṣṭāṁ tasya niśāmaya।"
[krīḍatō = sports; bālakasyēva = as if, like a child; cēṣṭāṁ = playful activities; tasya = His; niśāmaya = understand;।]
"Understand that He sports, as if like a child, with His playful activities."
"अरिभयादिव स्वयं पुराद्व्यवात्सीद्यदनन्तवीर्यः।"
"aribhayādiva svayaṁ purādvyavātsīdyadanantavīryaḥ।"
[aribhayādiva = as if, because of the fear of enemies; svayaṁ = self; purādvyavātsīdyadanantavīryaḥ = left the city, that lord with limitless power;]
"That lord with limitless power left the city Himself, as if He fears the enemy."
"पूर्णोऽयमस्यात्र न किञ्चिदाप्यं तथापि सर्वाः कुरुते प्रवृत्तीः। अतो विरुद्धेषुमिमं वदन्ति परावरज्ञा मुनयः प्रशान्ताः॥"
"pūrṇō'yamasyātra na kiñcidāpyaṁ tathāpi sarvāḥ kurutē pravr̥ttīḥ। atō viruddhēṣumimaṁ vadanti parāvarajñā munayaḥ praśāntāḥ॥"
["pūrṇō'yamasyātra = He is complete, here; na = not; kiñcidāpyaṁ = nothing to accomplish; tathāpi = even then; sarvāḥ = all; kurutē = does; pravr̥ttīḥ intentioned activities; । atō = thus; viruddhēṣumimaṁ = contradictory are these; vadanti = it is said; parāvarajñā = the wise in both the transcendent and the immanent; munayaḥ = sages; praśāntāḥ = that are tranquil;]
"He is complete all the time and has nothing to accomplish. Even then, he engages in intentioned activities. Hence, the wise sages who have tranquillity, in both the transcendent and the immanent, say - 'Contradictory are His activities'."
इत्यादि रुग्वेदखिलेषु ॥८॥
ityādi rugvēdakhilēṣu ॥8॥
[ityādi = such testimonials; rugvēdakhilēṣu = are from Rigvēdākhila.॥8॥]

बहुचित्रजगद्बहुधाकरणात् परशक्तिरनन्तगुणः परमः ।
सुखरूपममुष्य पदं परमं स्मरतस्तु भविष्यति तत्सततम् ॥
"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
