Bhagavad Gīta Bhāshya and Tātparya
B.G 8.16
O Arjuna, all worlds up to the abode of Brahmā are subject to return (rebirth). But, O son of Kunti, having attained me, there is no rebirth.
Gīta Bhāshya 8.16
Those beings who have reached higher worlds may not have to take birth again on earth. But the final state without re-birth is attained only after reaching the lord Vāsudeva.
Starting from the abode of Brahmā, which is situated on the great Mount Meru, there is no return (rebirth). This has been stated in the Nārāyaṇa-Gopāla Kalpa:
"Those who are born in the worlds beyond, starting from Mahāmeru to the abode of Brahmā, do not take birth again on earth. Even so, true cessation (of rebirth) everywhere is attained only by reaching the son of Vasudeva (Krishna)."
- stated thus.

"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
