यच्छेद् वाङ्मनसि प्राज्ञः तद् यच्छेद् ज्ञान आत्मनि। ज्ञानमात्मनि महति तद्यच्छेच्छान्त आत्मनि ॥१३॥
The wise should merge their speech into the mind, then merge the mind into knowledge, knowledge into the Ātman. That Knowledge Ātman into the Mahat, and finally merges that (Mahat) into the Peaceful Ātman.

The hierarchy of the controlling deities is implied in the suggested principles: Senses ← Mind ← knowledge ← The Being ← Mahat, the Unmanifest ← Supreme Ātman, Lord Vishnu
तस्माद् वागात्मिका देवीः उमाद्यास्तु शिवादिषु। शिवादीन् ब्रह्मवाय्वोस्तु नियच्छेन्महदात्मनोः॥
Therefore, beginning with the goddesses Umā, who controls the speech is under the control of lord Shiva; Shiva is under the control of principles governed by Brahma and Vayu; and they are governed by Mahat.
तौ रमायां परानन्दे तां विष्णौ परमात्मनि। तद्वशत्वेन तद्ध्यानं नियमो नाम नापरः॥ कुतस्तु मानुषो देवान्नियच्छेद्विनियामकान्॥
They are in delight and supreme bliss in lord Vishnu, the Supreme Being. That meditation, through subjugation, is called discipline, and there is no other. When this is the case, how can a human control the gods, the regulators?

स्वभार्यायाः परत्वं सिद्धमिति महतः परमित्येवोक्तम् ॥१३॥
The dependence of one's own wife is well established, similarly the Mahat is dependent on the Supreme (Lord).
