Bhagavad Gīta Bhāshya and Tātparya
B.G 11.15
arjuna uvāca॥
Arjuna said:
paśyāmi devāṁs tava deva dehe sarvāṁs tathā bhūta-viśeṣa-saṅghān. brahmāṇam īśaṁ kamalāsanasthaṁ ṛṣīṁś ca sarvān uragāṁś ca divyān ॥15॥
O Divine One, I see all the gods in your body, and also all kinds of beings; I see Brahmā, the Lord, seated on the lotus, all the sages, and the divine serpent as well.
Gīta Tātparya 11.15
The body of the universal form displays all the hierarchy of gods, including Brahma and Rudra.
"kamalāsane brahmaṇi sthitaṁ rudram. viṣṇuṁ samāśrito brahmā brahmaṇo'ṅkagato haraḥ. harasyāṅga-viśeṣeṣu devāḥ sarve'pi saṁsthitāḥ॥"
"Rudra is situated in Brahmā who is on the lotus seat. Brahmā has taken refuge in Viṣṇu, and Hara is on the lap of Brahmā. All the gods are situated in the various limbs of Hara."

- stated thus in the Padma Purāṇa.

बहुचित्रजगद्बहुधाकरणात् परशक्तिरनन्तगुणः परमः ।
सुखरूपममुष्य पदं परमं स्मरतस्तु भविष्यति तत्सततम् ॥
"The one who has created this variegated vast universe with varied forms has infinite power and is of infinite auspicious qualities. He certainly bestows the highest state of bliss to those who meditate on his ever happy essence." -Dwādasha stōtra 4.3
